Over 40 Years in Markham

Markham has been my home for more than 40 years. My wife and I are raising our two sons here, and both have attended school in Markham. Through family and friends whose children have attended schools across York Region, I know our schools and the services they offer.

I am running because about 22 cents of every property tax dollar in Markham goes to education, and families deserve a board that spends it carefully. In March 2026 the province took over the York Catholic District School Board, which serves our same neighbourhoods, citing infighting and long-term financial problems. Its elected trustees no longer make most of its decisions. I will work to make sure that never happens to our public board.

Good programs for our children depend on the basics: sound financial management, good governance, and careful use of every dollar. That is the experience I bring.

My Priorities

Strong Financial Management

Every education dollar accounted for and spent where it reaches students, backed by years of managing multi-million-dollar public budgets.

Good Governance

Clear policies and sound decisions that keep our board out of provincial supervision and keep decisions about our schools local.

Resources for Real Needs

STEM, after-school recreation and sports, and support for gifted students, students with special needs, and every child who needs help along the way.

Experience That Counts

Who has really managed multi-million-dollar budgets, interpreted legislation, rendered legal decisions, developed policy, and handled labour relations in unionized workplaces?

That is the experience a school board trustee needs.

Adjudication

Adjudicator (Member), Landlord and Tenant Board, Social Justice Tribunals Ontario

Presided over 3,000 hearings: weighing evidence, interpreting the law, and writing clear decisions with reasons.

Housing management

Manager, Community Housing Unit, Toronto Community Housing

Ran a unionized operating unit, with a multi-million-dollar operating budget and a capital renovation budget. Handled labour relations and grievances.

City of Toronto

Area Manager, Property; Shift Leader, Shelter, Support and Housing Administration

Supervised and trained staff, managed labour relations and crisis situations, and kept programs in line with policy and legislation.

Region of Durham

Property Manager, Housing Services

Oversaw day-to-day housing operations, administered the Rent-Geared-to-Income program, and helped prepare the annual capital budget.

Business

Owner, Pavlovic Consulting

Government relations and public relations: writing policies and procedures, research and reports, and advice on municipal bylaws and provincial statutes.

  • York University: completing a B.A., Combined Honours in Political Science and Administrative Studies (Public Administration and Management)

  • University of Windsor (Stitt Feld Handy): Negotiation Skills
